Senate Bill 1254 on &amp;quot;solar energy devices&amp;quot; was signed by Governor Napolitano became effective September 19, 2007.&amp;nbsp; The new law stipulates that a Homeowner Association shall not prohibit the installation or use of energy devices (panels and associated devices).&amp;nbsp; Still, an HOA may adopt reasonable rules regarding the placement of solar devices so long as those rules do not either prevent the installation of the device, impair the functioning of the device, restrict its use, or adversely affect the cost or efficiency.&lt;/font&gt;&amp;nbsp;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN: 0pt" /&gt;&lt;p class="MsoNormal" style="MARGIN: 0pt"&gt;&lt;span style="FONT-SIZE: 12pt; FONT-FAMILY: "&gt;&lt;font color="#000000"&gt;&lt;font size="2"&gt;Homeowners in the &lt;city w:st="on" /&gt;&lt;place w:st="on" /&gt;Flagstaff&lt;/place /&gt;&lt;/city /&gt; area are successfully using solar panels and wind turbines to generate electricity for their homes, and if the home is &amp;ldquo;on the grid&amp;rdquo; are &lt;/font&gt;&lt;a href="http://www.aps.com/main/green/choice/choice_2.html?source=hme"&gt;&lt;font size="2"&gt;selling electricity to Arizona Public Service.&lt;/font&gt;&lt;/a&gt; &lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;/font&gt;</Description>
